Lying on sides kicking while biting at each other's necks is play. If one was seriously trying to fight with the other, he would not be lying down. As for the noise, well one of our two boys makes a fair bit of noise now while playing with the other boy. I would also say that Jack breaking off the chase is another sign that it wasn't a fight.

We have four: two boys and two girls. The boys play now is very rough, to the point that I sometimes intervene a bit (particularly if their nails are not currently clipped). We also had a MC mix we took in who was semi-feral at first, and was the neighborhood alpha cat. I have seen a fair number of cat fights as a result. Cats generally face off and yowl loudly at one another for a while first, and then there are very violent and fast attacks of clawing and/or biting (serious biting--to puncture skin).
