I have nothing to add to Howlinbob's reply.
Give it time and hopefully she'll become more confident.
Was she used to dogs in her previous home?

    New Adult Cat

Can you spend time down there with her, is there room to take a chair & a book to read, have a radio playing quietly so she gets used to your presence, talk quietly to her, tell her she is a lovely girl, let her get used to hearing your voice in the area that she feels secure in but don't stare at her so she feels threatened, see if eventually curiosity will bring her to you, have playtime with her to try & make her feel special & hope that her confidence will grow,or, perhaps you might have to take a more positive approach with her & take her out of the "confined area"that she most probaly associates with her previous life & show her that life can be fun out in the bigger world, you could perhaps keep her away from the dogs until once again her confidence grows,we took on an adult retired breeding queen but were very lucky she introduced herself to the dogs straight away but she had a lot better start to her life than poor Scratch seems to have.I am sure with time, love & understanding you will be rewarded with a cat that shows it appreciates its new home, ours has......
