Pyggie likes to rearrange the clean litter too. He also likes to meow very loudly whilst rearranging. We have come to the conclusion that he is instructing us on the proper litter distribution method. It doesn't seem to be a negative thing, he is just particular. Maybe you are right, and our Coons are just very house proud.
