dear Donna, even though the fuzzy hair ties are good, the cheapest toy on the planet is actually this:
when you receive a bill, take out the bill from the envelop (or depending on your disposition, don't, the result will be the same as far as the cat is concerned), rip a piece of the envelop, scrunch it up in a ball, and throw it. And voila! one crazy happy cat for FREEEE!
