For concrete/brick walls you need a drill with a hammer attatchement and a masonary drill .
Use rawplugs . In the UK they are colour coded for drill size. you probably want brown and a screw lenght of between one and a half and two inches plus the width of what you are screwing on. Screw size is most likely 8 (UK) or whatever the biggest size goes with the rawplug.This info will be on the pack of rawplugs.
Drill the holes in the stairs first hold against wall and mark the place on the wall (through the holes.TThis is not a one man job.
Mark depth of the rawplug on the drill bit and drill into the wall where marked that much plus a small amount.
Push in rawplug and screw in . You will need quite a few to hold a stairs up and you will need someone to hold the stairs in palce while you do the first few holes.
